Bethann S. Steiner, Deputy Director, Policy & Public Affairs, Mass Cultural Council
Bethann Steiner brings more than 25 years of public service and strategic leadership experience, with a career spanning Massachusetts state government, public policy, advocacy, communications, and economic development.
Since joining Mass Cultural Council’s senior leadership team in 2019, Bethann has led the Agency’s government relations and public policy efforts, serving as a principal liaison to the Massachusetts Legislature, Administration, and advocacy partners. She also oversees the Agency’s Public Affairs Team, which leads external communications, media relations, digital strategy, marketing, brand management, and public events. In this role, she works to elevate the visibility and impact of Mass Cultural Council and strengthen the public’s understanding of the essential role arts, culture, humanities, and creativity play across the Commonwealth.
Bethann came to Mass Cultural Council following more than a decade of senior leadership in the Massachusetts State Senate, where she served as Chief of Staff to former Senator Adam Hinds of the Berkshire, Hampshire, Franklin & Hampden District and, previously, to his predecessor, former Senator Ben Downing. A Berkshire County native, she developed deep expertise in legislative strategy, public policy, constituent engagement, and coalition-building during her time in the State House. Earlier in her career she held leadership, government relations, public affairs, and research positions at MassTech, the Executive Office of Environmental Affairs, and the Massachusetts House of Representatives.
Bethann has built a reputation for bringing people and institutions together around shared priorities, navigating complex public policy environments, and translating policy into meaningful public impact. At Mass Cultural Council, she brings that experience to advancing the Agency’s role as a strong public voice for the Commonwealth’s cultural sector.
Bethann holds a Master of Social Work in Policy & Planning from the UConn School of Social Work and a bachelor’s degree from Marist University.
